as you rightly mentioned, CCLI does not operate in HK at the moment so there is no simple way of getting copyright for English songs. I've heard that CCLI are in the process of expanding their operations into Asia, but until they cover HK I think most churches will either just continue to freely sing whatever songs they want to, or else go about trying to gain permission for each song they want to sing (very long and tedious process).
If you are looking for copyright permission for songs to sing in your church, our church (The Vine) has written quite a few original songs in English (also with Chinese translations) and we would be happy for you to sing them in your church for free.
